This guide explains the principles of our complaints system, how we handle complaints, and the possible outcomes. What can I complain about? If you think you have been treated unfairly by the police or the standard of service you received was unacceptable you have the right to make a complaint. A complaint can be made about the conduct of any person serving with the police, i.e. a police officer, police staff member, special constable, designated volunteer or a person contracted to provide services to the Met Police. You can also complain about how a police force is run. For example, you can complain about force-wide crime initiatives, the organisation of policing resources and general policing standards. There is no time limit for making a complaint. However, if you complain about something that happened more than 12 months ago, you should explain why you didn’t complain sooner. Who can make a complaint? You can make a complaint if: • You were directly affected by the behaviour of our police officers, special constables, members of police staff, volunteers or contractors. • Witnessed an incident – for example, you were present when an incident took place or were close enough to see or hear the incident (you cannot claim to have witnessed an incident if you have seen it on television or social media). • Have been adversely affected by the conduct or matter complained about – this means that the actions of the police have indirectly affected you, for example you have suffered any form of loss, damage, distress or inconvenience as a result of the 2 matter complained about, or you have been put in danger or otherwise put at risk of being adversely affected. You could be acting on behalf of someone in any of the people listed above – for example, a family member, friend, legal representative or any other person of their choosing. You may be able to make a complaint if you are a parent or guardian. Persons serving with the police force cannot make a complaint about incidents and officers in their own force. This does not mean they are unable to raise concerns, there are other ways to do this such as internal conduct investigations and the staff resolution process. This just means that they will not have the statutory rights of a complainant. What can you expect when you complain? Keeping you informed is one of our key priorities; our updates should be regular and meaningful. Our first update will be provided promptly, in writing, and, at the latest, within four weeks of the start of the handling of your complaint. Further updates will be provided at least every four weeks.

We aim to deal with complaints in timely a manner, however there is no time limit on how long we will take to deal with your complaint. The person dealing with your complaint should be able to tell you how long it is likely to take. 5 Who will be involved in dealing with my complaint? This depends on how your complaint will be handled. Your point of contact will be either a: • Complaint handler – if your complaint is being dealt with through early contact, or • Investigator – if your complaint is being investigated as there is an indication a criminal offence may have been committed or the behaviour may justify disciplinary proceedings. You may also see the role, ‘appropriate authority’ used in your complaint report. This is the person who assesses and makes decisions about your complaint at various stages in the complaint process. What are the possible outcomes? We will send you a report to explain how we have dealt with your complaint. If our service didn’t meet the standards expected, we will inform you of the action we are taking. Possible outcomes could include: • An explanation or apology for what has happened • Training to further develop our officers and staff • Making changes to our policies or procedures • Giving advice to the officer or person you have complained about so that their performance improves • Referring your case to the Crown Prosecution Service. The CPS is responsible for deciding if criminal charges should be brought. • Referring the case for misconduct proceedings. • There may not be enough information to take action over your complaint. If this happens it may just mean there is not enough evidence available • In some cases, we may agree with you that something went wrong, but decide that no other action is appropriate How do we learn from complaints and dissatisfaction?

Learning from complaints helps to improve the way we do things and stop the same thing from happening again. As well as learning from individual cases, we use information from our complaints system to monitor performance and identify potential learning for us as an organisation. What if I am still unhappy? If we were dealing with your concerns through early resolution and you aren’t happy, we will record your complaint and appoint a complaint handler. If you are still unhappy after we have handled your complaint, you can ask for a review. Reviews are dealt with by either the Independent Officer for Police Conduct (IOPC) or the Mayor’s Office for Policing and Crime (MOPAC). The report we send you when we have finished dealing with your complaint tells you the review body for your complaint. You need to apply within 28 days or your application won’t be accepted, unless there are exceptional circumstances for the delay. The review will consider whether or not the handling of your complaint was reasonable and proportionate. Did you know? • The police complaints process has no means by which to deal with financial claims for compensation against the Met. Money cannot be awarded via the complaints procedure, regardless of the outcome. Legislation in relation to police complaints has changed from 1 February 2020 with the implementation of the Police (Complaints and Misconduct) Regulations 2020. This allows for police complaints to be dealt with in a reasonable and proportionate manner and at the appropriate level. This supports both the efficiency and fairness of the complaints system. I am writing in relation to the complaint you made on 03/02/2024 in relation to an
incident involving the Metropolitan Police. MM Response: It is time the Met Police take responsibility for the hate crimes against me from the time I requested support when I was verbally abused by Winsome Duncan and Barrister Ryan Clement. Winsome Duncan was groomed by Ryan Clement to find vulnerable black people online for them to scam.

I am sorry to learn of your experience and would like to thank you for taking the time to contact us. MM Response: To say am incensed by this statement is feeling like cursing this person for taking the PISS for the years of hate crimes against me by the Met Police. The incident when Met Police Officers came to knock on my door after damaging the lock on the “Communal Door” made me want to punch someone but I don’t do physically. But Met Police were sent to murder me on the 30th November 2020 under cover of LEYF Margaret Horn Lecture to say I committed SUICIDE. The MOPAC report of Neil Solliss and Nikki Babb must be tendered as evidence.
We have recorded your complaint using the reference number above. MM Response: The incidents of REFERENCES from the Met Police and IOPC since 30/10/2017 will be listed as evidence of how I became a target for the Met Police despite working in partnership in promoting their job of policing over the years via my social media platforms.
We have forwarded your complaint to the Professional Standards Unit at Central
South (AS). MM Response: I am positive this time my complaint will be addressed and this will be backdated to the systemic discrimination against me by the Met Police and IOPC. I will not stand for any more hate crimes from the Met Police terrorism after I asked to volunteer and the first Black Met Police Commander for Lambeth and Southwark treated me like his white counterpart from 30/10/2017 to when 6 Police Officers turned up with their battering ram. After the Met Police failed to act about the kicking of my door by a deranged man living inside the property. I could have been a victim like the members of the same family killed in Bermondsey by someone they knew.
A police officer or member of staff will be appointed by this team to deal with your
complaint and they will be in contact with you shortly. MM Response: Considering how long I have been waiting to be contacted, it will be interesting to know who will be appointed. Police have attended in regards to the upstairs neighbour kicking the front door of Mervelee MYERS house multiple times. MYERS has stated it in an ongoing event and does not want any police action towards the upstairs neighbour. Complaint: 202342943 – Stage 1 Complaint about the Housing Ombudsman Service

 We write further to your email dated 21 February 2024 regarding your landlord complaint, which has been referred to the Service Complaints team and accepted as a Stage One complaint about the services you have received from the Ombudsman. MM Response: Somehow, the Housing Ombudsman Service seems to be suffering from what is known as taking up for landlords against tenants. I am here to let the HOS know I have spent the past 10 years after the death of my mother, WRITING. Now my husband is dying 10 years later coming up to his 101 birthday, I will continue writing telling the world about the role of the HOS in his PTSD here at Housing for Women property. Since HOS has done the same as http://www.leyf.org.uk that started this discrimination by wiping the Customer Portal after Samantha Gibbs started working for H4W in April 2022 and coerced Ms Gilchrist to escalate the terrorism against me and my husband. I will continue sharing my stories. Please refer to Ms H Presley’s discrimination in finding the patterns of how HOS is guilty of taking the sides of landlords against tenants. Is HOS saying they are not aware of the stages of discrimination from July 2023 when Ms Narin Masera of Devonshires Solicitors sent me letter? Since HOS wants to bury their head in the sand about the proverbial duck. Let me say that I will continue writing as long as GOD gives me the strength to do so. Here is the key information that might tempt HOS to do their reserach about Mervelee Myers. 

Michael Gove is investigated: I meet Michael Gove at LEYF A/C in 2011 after coming back from holidays in Jamaica. My son Valdin Allan Legister who was a FIFA referee at the time endorse Luton Street Community Nursery. I was told about the role of Lead Early Years Practitioner that I applied for. I was the only LEYF staff shortlisted for the job. To cut a long story short, I have exhausted the “Legal Systems” against LEYF and decided I would forget about the losses and move on. Despite my qualifications, I have not worked the past 10 years. Imagine how am feeling that Michael Gove is now at Housing Department when H4W decided to discriminate against me and HOS colluding with them. Despite my prior complaints and even MP Neil Coyle contacted H4W twice about the matter. I was the “Minute Taker for H4W Customer Panel” before Samantha Gibbs and Trina Philbert joined H4W. Considering that these 2 are the main witnesses the HOS must act now about them. Ms Gibbs off on Long-Term Sick Leave, is she getting paid? How much did H4W pay Mimi Owusu for the 12 pages of Witness Statement? She only met me April and by July she scammed me £10,000.00 and H4W is aware of this. The unlawful injunction threats of IMPRISONMENT and EVICTION was done behind my back by District Judge Sterlini who is/was involved in the striking out of my claims with Winsome Duncan after reaching telephone mediation. I have 18 Facebook pages that can be checked and YouTube is easier to access. I have copyright some of the YouTube with the first complaints and correspondence from the HOS. So if Richard Blakeway wants to put his neck in the noose for H4W, Ms H Presley are comparing notes. We intend to produce the RESEARCH about the links between HOS and H4W. It can become as big as Bob Marley One Love.

MM Response: After 10 years of Institutional Discrimination when I experienced miscarriages of justice. Met Police tried to section, murder and kidnap me after beating me in my home. I have made complaints to IOPC and HOS can read MOPAC response to my complaints. I and my husband are victims of Barclays, Santander and Nationwide. I was offered £58,000.00 NDA by LEYF that I refused. I have not worked in 10 years. I was offered the job of SENCO by Smart Teachers for £46-55,000.00. Judgement passed for Barrister Ryan Clement to pay back my husband £9,000.00. Now Court Enforcement Services Ltd threating me with Legal Actions 4 years after failing to collect my money. I have scammed. All my CLAIMS strike out by the Criminals needing Emotional Regulation Treatment and Violent Nuisances at the Judiciary of England and Wales, the Criminal Justice System and Crown Prosecution Services. All justice, judges and district judges are listed on social media. I am a WRITER for THERAPY from my father was stricken with Parkinson’s. I have all the traits of dyslexia and never pass a mathematics exam in my life. I am looking forward to the HOS working out how much am valued based on the roles they are playing in the discrimination. I want to go back to Jamaica when my husband dies to ply my trade as a Mental Health & SEND Consultant. I leave it to HOS to make this dream become a reality. Currently, due to the nature of the service you will not receive a response within our normal 10 working days, however we expect to be able to provide you with this by 21 March 2024. MM Response: Let me say I will be in Court on the 4/4/2024 and 25/7/2024. 



Please note, that this team does not investigate complaints about your landlord; our casework teams deal with these. MM Response: I would appreciate if HOS stop treating me like HOS have done labelling me a VIOLENT NUISANCE.  I have to submit a second complaint because of HOS negligence and failures to deal with the issues. Ms H Presley are collating the information for PUBLICATION & PODCASTS.  While we can review and put right any service failings in how the Ombudsman has handled your landlord complaint, we will not be able to influence the process or the stages of the casework teams. MM Response: I am not bothered about anything HOS has to say at this stage based on the outcomes of Ms H Presley’s case where she was ordered to pay H4W £3,000.00 because of the HOS colluding with landlords against tenants. By using delaying tactics with complaints. Same reasons I was asked to submit a new complaint. Same way H4W can get away taking me to court and getting orders after sending me letter about the mediation I offered. HOS failed tenants by not addressing our complaints, allowing landlords to take us to court where the corrupt district judges colluded against us.  

This means we cannot make the process go faster or ask for your landlord complaint case to be prioritised. MM Response: Based on the evidence Ms H Presley have gathered for RESEARCH the HOS do not make sense. I will be producing and delivering some cutting edge contents about DISCRIMINATION in the UK and those responsible for letting down children, young people and vulnerable adults. Housing for Women changed from rescuing me from domestic violence to turn into the terrorcells from HELL trafficking women from one place to the next that is not safe. For your information H4W must produce the content of the Customer Portal so Richard Blakeway can read for himself how I averted a Grenfell Tower at Alma Grove and the horrors I reported to H4W about my neighbour. I can be murdered like 4 members of the same family in Bermondsey. I have enough YouTube evidence to convict lots of persons including Met Police Officers.
